Well, at the very least, there's nothing wrong with recommending  
people that you've actually met, since that's one of the  
recommendation criteria!

Recommending people you've never met or interacted with in any way is  
perhaps on the wrong side of the "gaming" thing though :-)

As a simpler method of cheating, we could just ask Martin to put in a  
hack that makes it so London always comes up tops in RailsCities ;-)
