Especially considering you're new to Ruby and Rails, I think you'll  
find more support for Passenger (from a community perspective - I've  
no idea how Passenger and JRuby/WAR documentation compare to each  
other).

Granted, I've not dealt with JRuby, so there is an element of bias  
towards tools I'm more familiar with :)
