Nope:

It's just that the first person that visits a (new, empty) channel gets ops (as part of standard IRC). But if other people join (non-ops), and the original joiner leaves, then you're stuck with no ops in the channel, so you can't then register the channel with ChanServ.

Murray: have you tried mentioning the idlers by nickname in the channel, to trigger whatever notification thing their client has?
