You can use httperf or Apache ab:
http://www.hpl.hp.com/research/linux/httperf/
http://httpd.apache.org/docs/2.0/programs/ab.html (usually installed with
the Apache Package)
Using a cloud environment where servers could be increased depending on load
could be good, but I am not sure what tool to suggest to do the automatic
scaling.
