The biggest hurdle will be finding a merchant acquirer who will allow you
to programmatically generate merchant accounts and validate
creditworthiness/fraud after the fact.
Regulation is expensive & time-consuming, but fairly straightforward.
Replicating the technology / API is relatively simple.
