Linkedin. Do not pass go, go straight to linkedin.com, spruce up your profile, and go to the advanced people search.

So you can save yourself 10%-20% of the first 12 months salary for just one day of focused scouring and the candidates you contact are going to get the warm and fuzzy about you rather than rolling their eyes and wondering why we haven't fixed this problem in the industry yet.
