Oh, duh, that's a good point — of course you can just throttle the real HTTP connection instead of making a fake one.
Another way of doing this on OS X is to use ipfw pipes; see http://barkingiguana.com/2009/12/04/simulating-slow-or-laggy-network-connections-in-os-x/ for details.
