We used ClockworkSMS (https://www.clockworksms.com/) at Shutl - one
advantage over Twilio is you can send multi-part message which I understand
is/was not possible with Twilio. It worked fine, integration was easy
enough and it was reliable. Can be a bit fiddly to get the
auto-renewal/topup options working for payment.

Twillio were great, and very helpful. Their API is a sinch to use.
However, establish what your target countries are. There's some which
you may have to revert to local providers with traditional HTTP
POSTs/etc to send messages, which will take you extra time if you're
used to the simplicity of Twillio. Nexmo have a slightly larger
country base, but I didn't get time to use them. Worth proving your
service in UK/USA/locally first, unless it's targeting a niche in a
country far away.

May not be applicable to your case but if you?re sending notifications to the few rather than the many, there are some good push notification services out there. We use pushover, you put their app on your phone then send notifications to their API. Much cheaper than SMS.
