May not be applicable to your case but if you’re sending notifications to the few rather than the many, there are some good push notification services out there. We use pushover, you put their app on your phone then send notifications to their API. Much cheaper than SMS.

For outbound, I suggest AQL, https://aql.com/products/messaging
