Hi Chris

This request should never reach rails, as it is a static file,  
hopefully in public/javascripts/effects.js, your webserver should  
simply serve the file, therefore it is not a problem with your routes  
file. Read this as simply a 404 error.

It is probably due to either the fact that you do not have that file  
there, or that you have your server configured incorrectly, so that  
it is not finding it. I suspect the former.
