Any instance that's not doing "business" for profit (education,  
government, research, charities, etc) don't live in the "real world"  
and as such they don't have the same perspective on what's important.

Boldfacing a header can be much more important that verifying  
submitted form data. Unfortunately the form data needs to be verified,  
but you'll also have to spend hours on that all important boldfacing...
