If you want to use foreign servers & services to store customer data there
are ways around it under data protection.

US companies can certify as 'Safe Harbour' http://export.gov/safeharbor that
will allow for transfer of data under data protection from the EU <> US.

For instance MailChimp is complies with the EU Safe Harbor framework and for
added bonus is also registered with the UK Information Commissioner.
http://mailchimp.com/legal/privacy/ (see points X. & XI.)

So as far as I'm aware this allows you to transfer customer data to
Mailchimp's US servers. I also checked with Rackspace a few years back and
their US based cloud hosting did comply with EU Safe Harbor.
