For the simple stuff, like restarting Apache, you could pretty much hire a
Virtual Assistant service to do it. It's a great test of how informative
your error messages and procedures are if someone non-technical can perform
the first line support.
You wouldn't need to migrate away from your existing host then, either.

The typical way of doing support manuals is to take an arcane error message
and write a procedure to go along with it. If the procedure is always the
same, I try and incorporate it into the error message and remove that
lookup step.
Where possible, if the system can take the action itself, I prefer to do
that and inform first-line that that's been done automatically
