My first port of call would be Cloudflare Stream, which takes care of the hard part, which is the transcoding. https://support.cloudflare.com/hc/en-us/articles/360017801091

You might be able to offload authentication / exploding links to a Cloudflare worker, but it might be equally easy to embed the content in a paid-for part of an existing application or site.
