noob mistake.

I didn't enable all the sub modules.
I only did "proxy.load" and "proxy.conf"

So maybe it would have all worked last night.

proxy_balancer.load
proxy.conf
proxy_connect.load
proxy_http.load
proxy.load

But saying that,
hopefully I've learnt a bit more apache.
