In my experience up-north- 

Senior is £50-60k
Mid is £35k-45k
Junior is £20-25k.

Basically London salaries minus £10k-15k. 

- Can be worth it sometimes when taking cost of housing into account. 
- However less choice in companies and you've typically got to stick to one of the Rails hubs to have any decent choice in where you work (Sheffield, Manchester, Leeds, Glasgow, Edinburgh).

ITJobsWatch's data lists a senior dev as worth an average £55k (across England as a whole, not London).

I don't know what the market in Manchester specifically is like, but the offer seems quite low - perhaps some people who have experience of Manchester or similar markets can share their experience.

Please understand, I'm genuinely interested in the market conditions outside my native London as I'm looking at relocating North in the near future.
