Interesting question and thread.

There's an interesting looking translation management tool
https://crowdin.com/ (Open collective uses it for example:
https://crowdin.com/project/opencollective but they have testimonials from
some big hitters like Github). They offer OTA translations and what looks
like great workflow and also translators on tap, which could be useful. I
haven't used it myself (yet).

We implemented an open source localisation workflow portal (
https://github.com/red56/lofi-lions) with various formats of uploads and
downloads (rails yml, ios strings, android strings, etc) and previewing
(markdown), but that was quite a while ago before these commercial SaaS
offerings had the implementations needed and it is out of date underloved
and underused now ("one careful owner"), otherwise I'd recommend it
heartily (though it doesn't give you the OTA translations you're looking
for).
